16,000 users of NTT Com's Internet hookup, IP phone hit by paralysis.

NTT Communications Corp. said Monday a malfunction at its business ally's Internet facilities prevented 16,000 subscribers from using its ''OCN'' Internet and Internet-based IP phone services.

The paralysis of NTT Communications' OCN Net connection and ''OCN DotPhone'' IP phone service is still affecting the users in Tokyo's 23 wards, as well as in the seven prefectures surrounding Tokyo, NTT Communications said.

NTT Communications attributed the paralysis to the malfunction of the Net facilities of ACCA Networks, a Tokyo-based Internet service provider in charge of running NTT Communications' digital subscriber line services.

The malfunction began at 11:45 a.m. and was still continuing to affect the services late Monday, it said.

The seven affected prefectures are Ibaraki, Gunma, Yamanashi, Shizuoka, Tochigi, Nagano and Niigata, it added.
