Project Details: The National Emergency Employment Programme (NEEP) and its successor the National Rural Access Programme (NRAP) have made remarkable progress and been instrumental in contributing to the Government s Livelihoods and Social Protection Policy. Approximately 11 million labour-days of short-term employment opportunities have been generated for the rural poor and approximately 9,000km of rural roads have been rehabilitated throughout the country. This amendment will further contribute to the realization of the implementation of the Government of Afghanistan s targets in the rural roads sector as articulated in the Interim Afghanistan National Development Strategy (ANDS). The present extension win also further contribute to progress toward achieving the ANDS target in the rural roads sector which aims at enhancing rural development by improving access to health and education services through the rural

roads network reaching 40% of rural villages throughout the country. As per previous arrangements under the present amendment the Project will concentrate its activities in the higher order rural roads, namely in the rehabilitation of Province to District and District to District (Secondary) roads.
