-UK PREPARES FOR GROWTH IN E-COMMERCE.

TELECOMWORLDWIRE--(C) 1994-8 M2 COMMUNICATIONS LTD The British government is planning to introduce new legislation, called the Electronic Commerce Bill, that will give legal force to digital signatures.

These signatures, which are created with encryption technology, enable the recipients to authenticate the identity of the data sender, and to know that the data sent has not been changed during transmission.

But, because encryption technology can also be used to facilitate activities such as espionage, organised crime, child pornography and money laundering, the government wants to be able to unlock certain messages, and is introducing a voluntary licensing scheme for companies which provide encryption services and digital signatures.
