Jon Owen Jones, the MP for Cardiff Central, claimed a couple on average earnings would pay an extra pounds 3,783 a year under a local income tax and low-paid families would also pay more.
He told the conference: 'The Chartered Institute of Public Finance has said they would need to raise 6p in the pound for replacing the council tax.
'Their plans to allow the assembly to raise taxes would mean another 3p in the pound being added.
'The Lib Dems' new income taxes ignore tax credits or the lower rate of income tax.'
