Zacks Industry Rank Analysis written by Charles Rotblut, CFA (Computer Fraud and Abuse Act of 1986) Signed into law in 1986, the CFA was a significant step forward in criminalizing unauthorized access to computer systems and networks. The Act applies to "federal interest computers" that include any system used by the U.S. , Senior Market Analyst for Zacks.com.

The equity markets are in a bit of holding pattern ahead of this week's Federal Open Market Committee meeting. The markets' reaction to the meeting will be dependant how the statement is worded. My guess is that the Committee will remain concerned about inflation and will want to see more data. A 25 b.p. hike at both this week's meeting and the August meeting seems likely.

Regardless of the immediate reaction to the statement, now is a good time to be looking ahead towards second-quarter earnings season. Even if you think the pre-meeting water is too cold to jump into, having a watchlist is a prudent move. Positive second-quarter profit surprises are likely to come from railroad, oilfield service and parts, industrial parts (e.g. valves, compressors, pumps, etc.) non-ferrous metal, steel and cable & wire companies. (Keep in mind, however, that interest rate jitters jitters 'Butterflies' Psychology An episode of nervousness or anxiety that often precedes a public event; jitters is a type of performance anxiety which may affect actors in a stage production–stage fright or soloist musicians; it may respond to anxiolytics  could cause the markets to stay volatile for several more weeks. As the second-quarter nears an end, there has yet to be any surge in the number of warnings, a bullish sign. In fact, the rolling four-week number of negative, full-year estimate revisions declined last week - extending a recent trend. Although there was also a decline in the number of positive revisions, the lack of negativity in what is normally construed as warnings season is bullish. Second-quarter earnings, on average, should exceed expectations.

The actual rate of growth will be somewhat lower than what was generated in the first quarter. Given the exceptional strength of the first-quarter, this is not a worry. Analysts continue to forecast full-year double-digit profit growth for both the S&P 500 and the Zacks Rank universe. The difference between the first and second quarter will simply be a shift from very strong growth to strong growth, and strong growth is still good.

Last Wednesday, oil service workers in Norway went on strike following a collapse in wage talks. Work stoppages happen all the time, but what makes this strike noteworthy is that the earnings picture for Norway's two biggest operators, Statoil ASA (NYSE:STO) and Norsk Hydro (NYSE:NHY), brightened last week. Two analysts raised their forecasts on STO, causing the full-year consensus estimate to rise seven cents to $2.66 per share. One analyst raised his forecast on NHY, resulting in a 13-cent increase to $2.45 per share.

The impact of the strike is still not known. Three rigs were taken out of operation on Thursday and more drilling projects could be stopped. Although STO and NHY would most likely be impacted, several other oil companies could be affected.

Paradoxically, eight estimates were raised and none were cut last week on companies within the Oil & Gas-International Integrated group, which includes STO and NHY. The reason is that oil prices remain stubbornly high and analysts are revising their forecasts as a result. One analyst with a major brokerage firm recently raised his price targets and earnings estimates on several companies after deciding that his forecast for Texas Tea was too conservative. Nonetheless, if the strike persists, it is possible that earnings estimates for several oil companies could potentially be revised downward in the future.

 and construction sites. The situation is becoming so serious that the Institute for Scrap Metal Recycling Industries is setting up a database to identify stolen pieces of metal.

One of the metals attracting the criminal element is copper. As is often the case, some criminals really lack common sense.
