To convert from private to governmental ownership and control: nationalize the steel industry. 2. some utilities, including Venezuela's largest telecommunications company See telecom company. , CANTV (NYSE: VNT). The news had a negative effect on Latin American markets as a whole, mainly considering that yesterday was already a difficult day due to the continued fall in commodity prices and the growing concern over the Fed's next movements. I do not believe the Venezuelan decision will have a lasting effect on the market since it is an isolated fact that will not be followed by similar decisions in important countries like Mexico, Brazil, Argentina or Chile. In other countries like Bolivia and Ecuador, there is a real chance for similar measures, but those are small countries, without real importance for the international markets. In fact, the Venezuelan decision was positive for Telmex (NYSE: TMX). CANTV had been rising on the expectation that TMX was going to buy it from its current owner Verizon (NYSE: VZ) for US$3.7 billion. After the announcement, I have few doubts that TMX will not proceed with the deal. Upgrading Norfolk Southern to Buy We are raising our recommendation on Norfolk Southern Corporation (NYSE: NSC) to Buy from Hold, as we believe that NSC now offers good value relative to its growth prospects, as well as increasing our target price to $56 from $55. We are maintaining our EPS (Encapsulated PostScript) A PostScript file format used to transfer a graphic image between applications and platforms. EPS files contain PostScript code as well as an optional preview image in TIFF, WMF, PICT or EPSI, the latter being an ASCII-only format. estimates at $3.57 for 2006 and $3.97 for 2007. Economic growth is expected to propel NSC's volume and rates, which, combined with fuel surcharges, should lift operating margins. While NSC reported blow-out 2006 third quarter EPS of $1.02, up 39% year over year, we expect more subdued growth in the fourth quarter on moderating volume gains due to the company's automotive exposure. We believe NSC's $0.72 annual dividend is safe. Botox Keeps AGN Smooth Allergan, Inc. (NYSE: AGN) is a global specialty pharmaceutical company that develops and commercializes innovative products for the eye care, neuromodulator, skin care and other specialty markets. The company operates three primary business segments: Skin Care, Eye Care and Allergan Medical (including Botox). The acquisition of Inamed should help strengthen Allergan's position further as a specialty pharmaceutical company. We are optimistic that strong trends in Botox and the rest of the business will continue to keep Allergan delivering solid earnings growth over the next several years.
