World - TuesdayN. Korea nuclear talks hit a snag The six-party talks aimed at ending Pyongyang's weapons program stalled over $25 mil in N. Korean funds frozen in a tiny Macau bank. The U.S. accused the bank, Banco Delta Asia, of aiding N. Korea's illegal financial dealings. Still, U.S. officials said the funds will be released and turned over to N. Korea for humanitarian use as soon as possible. But the N. Koreans won't attend a delegate meeting in Beijing until the money is released. IRAQ: Taha Yassin Ramadan, a former VP under Saddam Hussein, was hanged for his role in the killings of 148 Shiites in 1982. BRITAIN: The gov't said schools can ban students from wearing a Muslim veil if it is deemed a threat to safety or impairs learning. RUSSIA: Fire swept through a nursing home in the southern town of Kamyshevatskaya, killing 62 and injuring 35.
