The Downtown Alliance's Lower Manhattan Lower Manhattan is the southernmost part of the island of Manhattan, the main island and center of business and government of the City of New York. The Lower Manhattan Wireless Network has bolstered Lower Manhattan retailers and cultural attractions by giving thousands of people the opportunity to use wireless technology to search for nearby places to eat, drink and visit," said Shirley Jaffe, Vice President of Economic Development for the Downtown Alliance.
