With the new U.S. postal rates and regulations, shape takes on weight.

 rates increased an average of 7.6 percent. First-Class letters and cards increased 6.9 percent and Standard advertising mail rose 9.5 percent.

But it gets more complicated. Shape is now as much a determining factor as weight. Flats now cost more than the equivalent weight in a #10 envelope. That means you should talk to your DM designers and your mail house to determine the most cost-effective package to mail--obviously taking into consideration the mailing volume and the mailing class you're using.
