The North Carolina General Assembly The North Carolina General Assembly is the state legislature of the U.S. state of North Carolina. The General Assembly makes the laws of North Carolina, also known as the General Statutes.  paid special tribute to the "Father of Community Colleges" by passing joint resolution honoring the late William Dallas Herring. Herring, in addition to his role in the creation of the North Carolina Community College System The North Carolina Community College System is a statewide network of fifty-eight (58) public community colleges. Each college has a distinct governance system and policies. In total, the system enrolls over 800,000 students. , also served as the chairman of the State Board of Education during the tumultuous time of desegregation. Herring died in January at age 90. The North Carolina Community College System enrolls more than 800,000 students in 58 comprehensive community colleges.
