The culprit is the Sudanese government. Its Arab leaders have been fighting a civil war for more than 20 years against its rebellious black south. Lately it has armed Arab raiders who are killing or driving out blacks near the border with Chad. The UN's Sudan coordinator described the situation as similar in character, if not scale, to the Rwanda genocide genocide, in international law, the intentional and systematic destruction, wholly or in part, by a government of a national, racial, religious, or ethnic group. of 1994. We should call Sudan before the UN Security Council and insist that it stop these pogroms. To his credit, President Bush has led the drive for peace in Sudan, doing far more than his predecessors.
