However, another nearby urban center has been almost completely overlooked in the rush to report on New York City's second borough. White Plains is an important suburban office and retail center, and the location of federal, state and county courts and offices. It offers a comprehensive multi-modal public transportation system and is the gateway to both metropolitan and upstate New York Upstate New York is the region of New York State north of the core of the New York metropolitan area. It has a population of 7,121,911 out of New York State's total 18,976,457. Were it an independent state, it would be ranked 13th by population. , New England New England, name applied to the region comprising six states of the NE United States—Maine, New Hampshire, Vermont, Massachusetts, Rhode Island, and Connecticut. The region is thought to have been so named by Capt. and other major northeastern markets. The city's 50,000 residents live in neighborhoods that vary from hi-rise, urban, downtown areas to secluded, estate-lined streets. Moreover, White Plains is seeing a development boom and urban transformation that may rival that of Brooklyn, and of any other major urban area in the state of New York. The first tower, known as One City Place, is completed and the first occupants have moved in. Construction is now underway on the second residential tower and the loft building, the final elements of the project, which will be complete by the June 2005. The government of White Plains has been very proactive in encouraging these improvements to its vital downtown. In one effort, the city created Renaissance Plaza, a $4.5 million mini-park with celebratory fountains at the intersection of Main Street and Mamaroneck Avenue. The fountains put on shows of light and water day and night. Renaissance Plaza opened in December of 2003--about five months earlier than the similar fountains that are now in place in front of the Brooklyn Academy of Music Brooklyn Academy of Music, performing arts center located in the borough of Brooklyn, N.Y. and popularly known as BAM. Founded in 1859 and opened in 1861, it is the oldest such institution still in operation in the United States. . White Plains is often overlooked because it is located outside of the five boroughs. However, this brief summary of some of the projects underway shows that it is an exciting market that will reward builders, developers and others in the real estate industry that pay it the attention it deserves.
