Webster Young, Jr. promoted to the rank of Rear Admiral.


Webster Young, Jr., Chief of Staff, Office of the Surgeon General (OSG) was promoted to the rank of Rear Admiral, effective December 1, 1993.

As an active NEHA member, RADM Young was recognized with the 1992 Past President's Award and the 1993 Walter S. Mangold Award, the highest award presented to a NEHA member.

Prior to his position as OSG Chief of Staff, RADM Young served as Chief, Commissioned Corps Management and Policy Staff, Health Resources and Services Administration The Health Resources and Services Administration (HRSA) is an agency within the United States Department of Health and Human Services whose goal is to improve access to health care for those without insurance.  (HRSA) from March 1989 to September 1992. During this period, he also served as HRSA's Agency Representative to the OSG. Before joining HRSA, he spent 20 years with the Indian Health Service The Indian Health Service (IHS) is an Operating Division (OPDIV) within the U.S. Department of Health and Human Services responsible for providing federal health services to American Indians and Alaska Natives.  in Arizona, North Dakota, New Mexico, and Maryland.

In February 1980, RADM Young was detailed to Uganda, East Africa, as an environmental health consultant with a primary healthcare team sponsored by AFRICARE, Inc. The 7-member team, requested by the Uganda Ministry of Health, was to develop a primary healthcare model.

RADM Young began his career in public health in 1965 as a sanitarian sanitarian /san·i·tar·i·an/ (san?i-tar´e-an) one skilled in sanitation and public health science.

In addition to his NEHA affiliation, he has received numerous awards and recognitions, including the Surgeon General's Exemplary Service Medallion, the Surgeon General's Exemplary Service Medal, the Outstanding Service Medal, and several Commendation Medals, PHS Citations, and Unit Commendations. In 1990, he was honored as Distinguished Alumni Lecturer, University of Minnesota School of Public Health The University of Minnesota School of Public Health, located in Minneapolis, Minnesota, is a professional school of the University of Minnesota. The school offers a 15 masters programs and four doctoral programs, which culminate in one of the following degrees: Master of Public .
