Contrary to Fitzgerald's article, as secretary of defense Wilson worked hard to reduce the defense budget. He was successful in reducing expenditures from a high of $43 billion in the early 1950's to a low of $33 billion in 1956. When the congressional majorities swung Democratic he was unable to maintain that level and the defense budget rose again to $41 billion in 1958.
