The Airport Commission agenda had included consideration of a notice of contractor default against Tutor-Saliba Corp. of Sylmar, the prelude to termination of a contract. LAWA's interim Executive Director Kim Day said the firm would be expected to be in complete compliance within 30 days. Airport Commission members asked for regular updates.

Ron Tutor, the company's president, disputed officials' assessment of the quality of work, blaming it on a ``negative and adversarial'' relationship.

He admitted only to a problem with one beam, saying a substitution had been made without an engineer's approval.

``We've done everything to satisfy your staff,'' he said. ``There's nothing we haven't done to restore this job to some semblance of order.''

 staff nonetheless recommended the firm in January 2003, saying they had investigated the other agencies' claims and found them inconclusive. Airport staff said then they would include additional oversight to ensure the contract was handled properly.
