``It's been a mess,'' said Edison spokeswoman Cathy Sedlik, adding that 50,000 residents were still without power Tuesday morning.

Pacoima resident Albert Slattery died of a possible heart attack and internal bleeding after a more than 60-foot-tall tree fell onto the 55-year-old heavy equipment operator at about 9 a.m. Monday at a ranch in Shadow Hills, authorities said.

Police also linked the death of 41-year-old Patricia Hendley of Hollywood to the winds, which knocked out the power to traffic signals at a North Hills intersection where her car collided with another vehicle at 10:10 p.m. Monday.

The National Weather Service reported Tuesday that the winds had slackened, with the highest gusts clocked at 50 mph in the mountains and 35 mph in Valley areas.

Weather specialist Stuart Seto said the winds were expected to drop even more, to less than 30 mph in the mountains and 15 miles per hour at lower elevations by today.

``The hallways are dark. The residents can't go out,'' said the residence's manager, who asked that her name not be used. ``Their food in the refrigerator is spoiling.''

Ed Freudenberg, a spokesman for DWP, said Tuesday afternoon that the utility was restoring power ``as quickly as possible.''
