PALMDALE - Steve Williams Steve Williams may refer to:

 was named Palmdale's city manager, becoming the city's first new top administrator in nearly 20 years.

Williams, formerly the assistant city manager, assumed the duties Thursday after the City Council voted 4-0 to approve a 38-month contract that will pay him $215,000 a year. Although Williams has assumed the duties, Bob Toone will retain the ceremonial title of city manager through Dec. 1, his 20th anniversary with the city.

``I'm extremely honored by this,'' Williams said. ``I've been with the city for about 19 years and to be selected as the city manager of your hometown is quite an honor.''

Williams said the city is on a good course and his immediate goal is to keep on in that direction and not disrupt things.

Council members said they had no need to search for Toone's successor because they had qualified candidates already working at City Hall in both Williams and the city's other assistant city manager, Carol Seidl. Council members cited Williams' long history with the city and his straightforward nature as main reasons for his hiring.

As city manager, Williams will be responsible for day-to-day operations overseeing 339 full-time and 300 seasonal employees.

The provisions in Williams' contract keep him as city manager through Jan. 7, 2010. The agreement has provisions for automatic three-year extensions unless the council or Williams direct otherwise.

Among the benefits included in the contract would be a six-month severance payment, an annual cost-of-living raise and a $600-per-month car allowance.

Williams, 52, was hired to establish Palmdale's Public Works Department Many governments worldwide have had departments or ministries referred to as the Public Works Department either formally or informally.

Williams was named one of two assistant city managers, along with Seidl, in a city reorganization in 2003. Before joining the city of Palmdale, Williams served as acting deputy director of the Department of Transportation and Flood Control District for Pima County in Tucson, Ariz., from June 1986 to August 1987 and as the director of public works/county engineer for Cochise County in Bisbee from June 1984 to June 1986.

Toone will stay with the city into January, serving under the title of ``special assistant to the City Council and City Manager'' after his ceremonial title of city manager ends on Dec. 1.

In addition to providing support and advice to Williams during the transition period, Toone would handle questions, issues and special assignments as requested by Williams or the City Council.
