At its meeting Wednesday, the City Council will consider promoting Williams to succeed City Manager Bob Toone, who will retire in January. The proposed contract would keep Williams as city manager through Jan. 7, 2010. The agreement has provisions for automatic three-year extensions unless the council or Williams direct otherwise.
