Formulas are designed for infant consumption, and are usually based on either cow milk or soy milk. Use of infant formula has been decreasing in industrial countries for over forty years as a result of antenatal , the Arizona Women, Infants, and Children Program (WIC WIC - WAN Interface Card ) is voicing increased concern over the practice. WIC has issued a "Special Edition" Alert outlining the responsibility of WIC vendors like Bashas' to not sell outdated formula and the risk associated with feeding expired formula to babies. The WIC Alert instructs store owners like Bashas' that, "An infant formula that has passed its 'use by' date may not provide the nutrient levels required under the Federal Food, Drug and Cosmetic Act Federal Food, Drug and Cosmetic Act a regulation in the United States which requires all drugs used in animals to be approved by the Food and Drug Administration. ....We are unable to estimate the potential harm of consuming out of date formula. Therefore, this risk should be avoided at all cost." The agency's Alert follows a report issued by Hungry for Respect which exposed the widespread stocking and selling of expired baby formula at Bashas' owned stores in Phoenix in May 2007.
