WHITNEY CANYON BILL AWAITS GOVERNOR'S OK.

 has included $1 million in a park bond measure going before voters in March that would finance the purchase of wilderness land in Whitney Canyon.

The money would be turned over to the Santa Monica Mountains Conservancy The Santa Monica Mountains Conservancy is an agency of the state of California in the United States founded in 1979 and dedicated to the acquisition of land in the Santa Susana and Santa Monica Mountains and the Simi Hills, north and west of Los Angeles, for preservation as open  to buy land if it becomes available. Whitney Canyon is just south of Santa Clarita Santa Clarita, city (1990 pop. 110,642), Los Angeles co., S Calif., suburb 30 mi (48 km) NW of downtown Los Angeles, on the Santa Clara River; inc. 1987. Situated in the Santa Clara valley and nearby canyons, Santa Clarita includes the former towns of Canyon Country, , land the city hopes to preserve.

``We've always said we'd like to see a ring of open space around the city,'' Jeff Lambert, Santa Clarita's director of planning and building services, said Friday. ``This is part of that scheme.''

Efforts to buy the open space are included in a bill to wrap in Whitney Canyon in the Rim of the Valley Trail Corridor that awaits the governor's signature. That measure, sponsored by Assemblyman as·sem·bly·man

 George Runner George C. Runner, Jr. (born March 25 1952 in Scotia, New York) is a Republican California State Senator, who represents the 17th Senate District, which includes portions of Los Angeles County, San Bernardino County and Ventura County. , R-Palmdale, was approved last month by the Legislature.

The conservancy's Rorie Skei said landholders who have been contacted by the state agency over the years are willing to sell.

Runner said Gov. Gray Davis was involved in negotiating the bill and is expected to sign it.

``Whitney Canyon is part of a very important natural resource surrounding Santa Clarita,'' Runner said. ``It's very important to set it aside for future generations.''

``It's part of the plans we're putting together, an all-encompassing strategy for Elsmere,'' Lambert said. ``The bottom line is to get Elsmere in public ownership to prevent it from becoming a landfill, but the bigger picture is to get more open space.''

Whitney, however, is a prize in itself.

Assuming that bill passes, Whitney would be added to the Rim of the Valley Trail Corridor, a 300-mile hiking network. There are several area property owners whom the mountains conservancy would negotiate with to buy the land.
