 WHEELING-PITTSBURGH STEEL ANNOUNCES APPOINTMENTS
 WHEELING, W.Va., March 31 /PRNewswire/ -- Francis P. Massco has


been named vice president, general counsel and corporate secretary of Wheeling-Pittsburgh Steel Corp., a position he formerly held.
 The appointment was announced today by Robin Chenery, chairman of the board and chief executive officer, and is effective April 1, 1992.
 In addition to his new position, Massco will continue to serve as vice president-governmental affairs for Wheeling-Pittsburgh Corporation (NYSE: WHX), the steelmaker's parent company. He has held that responsibility since January, 1991.
 Massco joined the steelmaker in 1976 as labor counsel and two years later, moved to the corporate law department as corporate counsel. In 1981, he was appointed chief labor counsel and in 1985 became general counsel and secretary.
 In 1987, Massco was named as assistant to the president; he later was appointed assistant to the chairman of the board.
 Prior to his tenure with Wheeling-Pittsburgh Steel, Massco spent 17 years in private law practice in Pittsburgh. He received a bachelor's of science and his law degree from the University of Pittsburgh.
 Massco will replace Robert Duval, whose resignation was effective March 31. Duval has served in that position since 1987. Massco's office will be located in Wheeling.
 Massco and his wife Carmel reside near Pittsburgh.
