In Illinois, these districts are called unit school districts. Superintendent Mike Summerbell said. The West Boron school has 380 children from kindergarten through sixth grade. The project will go out to bid at the end of summer and be completed by the end of the school year. The cost of the work is more than $1 million, with 60 percent of it being funded by the state. The district's share will be paid with a long-term loan. ``We have put together a COP (certificates of participation). It will allow us to pay our portion back over 20 years,'' Summerbell said. The district has done modernization work at all of its campuses except for West Boron and Boron High School. A $1.6 million modernization of the Boron High School campus has been canceled by the state because state officials said the district was tardy tar·dy adj. tar·di·er, tar·di·est 1. The district is considering challenging the state's decision, Summerbell said. ``When the project was initially put out there, the plans got sent back to us for a check, and then our architect was slow at responding. Basically as far as we knew, that wasn't a problem,'' Summerbell said. The district eventually resubmitted the plans, past a six-month deadline, and the project was approved by the state. ``Then two years after the fact, they sent a letter saying we were not eligible.
