Director Jan Creamer said: "We are taking advice in Germany with a view to pursuing court action there.
"Under German law the animals could be confiscated.
"We would like to see them spend their final years in a retirement sanctuary. We do not believe Mr Chipperfield should be allowed to keep them." The Mirror's pictures and evidence from handler Tom Rider would be crucial.
The RSPCA and America's People for the Ethical Treatment of Animals (Peta) also condemned Chipperfield.
His cousin Mary was exposed last year by Animal Defenders investigators.
