 is developing a massive blueprint of new sewer lines, treatment plant expansions and more water recycling that could signal the return of the once-disdained ``toilet to tap'' system.

The new environmental impact report for the city's 20-year Integrated Resources Plan outlines four alternative plans to manage wastewater, storm water and drinking water drinking water

supply of water available to animals for drinking supplied via nipples, in troughs, dams, ponds and larger natural water sources; an insufficient supply leads to dehydration; it can be the source of infection, e.g. leptospirosis, salmonellosis, or of poisoning, e.g.

Residents and environmentalists pushed the city to consider using highly treated sewage water to replenish groundwater and drinking water supplies in the report, but there's no plan to resurrect 'toilet to tap,' said Tom Erb, director of water resources for the Department of Water and Power.

Like many of the potential projects in the report, using recycled water in drinking water is there if city leaders want to consider it in the future.

``We're really trying to push the envelope and increase conservation, increase recycling, and we're trying to integrate those with wastewater and I think it's going to result in better management,'' Erb said.

 teamed up with the Department of Sanitation on the Integrated Resources Plan, which has been in the works since 1999.

The environmental report outlines four alternatives that range from $2.9 billion to $3.6 billion.

Potential projects include expanding the Hyperion Treatment Plant in El Segundo El Segundo (ĕl sēgŭn`dō), industrial city (1990 pop. 15,223), Los Angeles co., S Calif., on Santa Monica Bay; inc. 1917. Its products include navigation and computer systems, aircraft parts, office machines, telephone apparatus, and  and adding advanced treatment to the Tillman Water Reclamation Plant in the Sepulveda Basin, where sewage water is cleaned and piped out for irrigation irrigation, in agriculture, artificial watering of the land. Although used chiefly in regions with annual rainfall of less than 20 in. (51 cm), it is also used in wetter areas to grow certain crops, e.g., rice. .

``We want to hear concerns on any issue, and start having a dialogue on the policy issues,'' said Adel Hagekhalil, division manager of wastewater engineering.
