Voter identification process continues.

The Security Council on 29 July commended the work of the Identification Commission of the UN Mission for the Referendum in Western Sahara (MINURSO MINURSO United Nations Mission for the Referendum in Western Sahara ), which was processing more than 75,000 voter application forms that had been received.

In its statement (S/PRST/1994/39), the Council welcomed the goodwill shown thus far by the parties and urged them to continue to cooperate with the Secretary-General and MINURSO to ensure the earliest possible implementation of the settlement plan.

Secretary-General Boutros Boutros-Ghali had proposed a revised timetable for the organization of the referendum for self-determination of the people of Western Sahara, scheduled to take place on 14 February 1995.

According to the Secretary-General's report of 12 July (S/1994/819), the groundwork for the voter identification process had been completed, but it could not start the operation because of Morocco's concerns over the choice of two officials of the Organization of African Unity Organization of African Unity (OAU), former international organization, established 1963 at Addis Ababa, Ethiopia, by 37 independent African nations to promote unity and development; defend the sovereignty and territorial integrity of members; eradicate all forms of  (OAU OAU

Morocco had also maintained that OAU could not participate in the organization of the referendum if it persisted in recognizing the SADR, the report stated. On the other hand, the Frente Popular para la Liberacion de Saguia el-Hamra y de Rio de Oro Río de O·ro

The Secretary-General said he intended to recommend that the transitional period should start on 1 October and end with the proclamation of the referendum results.

As soon as possible, after 1 October, prisoners-of-war would be exchanged, amnesties for political prisoners and returnees proclaimed, and all political prisoners and detainees released.

By 15 December, the reduction of Moroccan forces in the Territory was to be completed and all laws or measures that could obstruct the conduct of a free and fair referendum were to be suspended, according to the report. And on 15 December, the repatriation Repatriation

After consultations with the Secretary-General, the Chairman of the OAU had provided "a unique and indivisible INDIVISIBLE. That which cannot be separated.
