Victorian mobile libraries: moving into the new millenium.

While this answer was uncomplicated in itself, implementing it was not. In 1997, 32 mobile library units were already serving the needs of Victoria. They offered library services from one end of the state to the other, from the Wimmera The Wimmera is a region in the west of the Australian state of Victoria.

These problems could not be satisfactorily addressed by providing either new prime movers or new trailers alone. The old prime movers generally did not have the capacity to haul the heavier and longer new trailers, carrying more stock and equipment and requiring additional power capacity to operate hydraulic stabilisers or extended capsules. If new trailers were needed, there had to be new prime movers to haul them. But the simultaneous replacement of both put the project outside the financial capacity of each individual library system, necessitating external help.

With the need identified, the project could be defined. Libraries serving rural communities should be provided with the resources to upgrade their equipment and service. New vehicles could enhance service, providing hoists for wheelchairs and space for preschool storytimes. Discussion was initiated between the then Office of Local Government (Department of Infrastructure-DOI),the Community Support Fund and the libraries themselves.  City and Nillumbik Shire) was open over 50 hours a week, recording 250,000 loans per year. In recognition of their need, these metropolitan fringe library services were granted eligibility to apply for grants under the scheme.

Early suggestions canvassed a variety of additional roles for the vehicles, including government information kiosks or banking services for people in smaller or more remote areas, where poor service provision meant that they lacked access to these services too. However on examination it was concluded that these services would have complicated and possibly compromised the library service itself. These and similar suggestions were left for later consideration in a different framework.

The mobile libraries project satisfied these criteria. The need was certainly felt broadly across the community. Users of mobile libraries range across the entire spectrum in terms of age, education, income, or any other socioeconomic so·ci·o·ec·o·nom·ic

. A survey of Victorian public library services had already found the fleet of mobiles needed to be upgraded urgently. The vehicles were ageing and their physical structure did not permit adaptation adaptation, in biology, has several meanings. With these considerations in mind the then minister for local government proposed that the CSF consider funding a program. CSF funding does not provide for feasibility studies The analysis of a problem to determine if it can be solved effectively. The operational (will it work?), economical (costs and benefits) and technical (can it be built?) aspects are part of the study. Results of the study determine whether the solution should be implemented. , but the project was already defined. CSF examined the available data and determined that the project did in fact meet its criteria for eligibility.

The CSF does not fully fund projects itself. Its role is to assist other authorities or organisations in planning and implementing their projects. Such organisations must demonstrate their commitment to the project by meeting a significant portion of the costs. CSF funding was frequently held to no more than 50% but there was some flexibility, particularly where the project demonstrated a wide spread benefit for people across the state. Given this flexibility it was decided that funding of 80% of the total project cost would be appropriate, with the remaining 20% to be raised by nongovernment sources, principally the local governments themselves and through local sponsorship. One of the anticipated benefits of the new units was their greater capacity but this meant that the stock carded by the existing mobiles would not be sufficient to meet the increased usage anticipated. Buying additional stock would be an additional challenge to the budgets of the local government bodies concerned. The project proposal included a commitment that specific funds would be allocated by the state government to assist with the purchase of new library materials for the new mobile libraries.

In February February: see month.  1999 each of the libraries concerned was granted a sum of $15,000 from the minister for planning and local government's special projects fund for this purpose.

Criteria were developed to identify and communicate program priorities and provide a basis for the evaluation of applications. Applicants were invited to include proposals and projections which took into account existing limitations on service and anticipated improvements to be gained

* extension of service to remote communities, especially the possibility of extended hours at existing sites

* more frequent services to some sites

* extension of service to possible new sites

Libraries were also required to publicly acknowledge the role of the Victorian government through the CSF, especially through logos on the new mobiles.  eligible applications were received for projects to be funded, with 21 mobile units sought by 16 library services. One library system applied for 3 units and several for 2, while Swan swan, common name for a large aquatic bird of both hemispheres, related to ducks and geese. It has a long, gracefully curved neck and an extremely long, convoluted trachea which makes possible its far-carrying calls.  Hill applied only for a wheelchair hoist to be fitted to its existing mobile. Four applications had been received from libraries which supplied mobile services to communities on the metropolitan fringe. Based on available funds it was determined that a maximum of one mobile unit per library service could be considered. Additionally, metropolitan fringe applications would be funded to a maximum of 70% of the total costs.

The panel's recommendations were accepted by the minister for planning and local government. A program of announcements was organised, with local members of parliament releasing the information in most cases. This resulted in favourable press coverage.

 Cardinia was not included, as the contract for constructing this had already been negotiated.

It was soon apparent that the day to day project could not be managed on a `voluntary' basis, so the CSF agreed to the appointment of a contract project manager as part of the grant. The libraries appointed CT Management Group to this role, with assistance from the Local Government Division project officer from time to time.

Given the scale of the project it seemed that it would be most efficient if a single supplier could be found who could develop a basic trailer design and modify it to meet the individual needs of each library system. After consideration of tenders it was evident that a joint tender would result in lower costs for each individual unit. The joint contract was awarded to Brimarco Industries of Ballarat Ballarat (băl`ərăt`), city (1991 pop. 64,980), Victoria, SE Australia. It is an industrial center; clothing, food products, paper, brick and tile, and other goods are made. The city flourished during the gold rush (1860s), then declined. .

Building the mobile libraries

Tenders closed on 31 August 1998. Three tenders were received and the contract was awarded to Brimarco, already involved in building the mobile for Casey-Cardinia. Selection and design of the units had to take into account many diverse requirements. The prime movers needed sufficient power to haul the trailers at reasonable speed and generators adequate to meet the required power levels. The libraries were able to select the size of their expanding capsules, which slide from the side of the vehicle when it is open for business and which provide additional space which can be used for a variety of purposes. Building of the units commenced in September September: see month.  1998. By the end of June 1999 eight had already been delivered: Casey-Cardinia, Central Highlands, High Country, Hume-Moonee Valley, Mildura, Mitchell Mitchell, city (1990 pop. 13,798), seat of Davison co., SE S.Dak.; inc. 1881. Launching of the new mobiles

The acute need for the new units was underlined by the fact that several libraries put the new units into service immediately, either using the old trailer with the new prime mover, or the new prime mover with the old trailer, until both were available. The results

The benefits of such a major project are both immediate and longer lasting.

It hardly needs to be stated that the biggest impact of the new mobile libraries was on the delivery of improved services to the users who now had access to a reliable and flexible service, offered in a much more pleasant environment. Due to the government grant of $15,000 to each new mobile library, all services commenced with new books and other materials. Increases in loans were recorded almost everywhere.

A significant benefit, especially in rural areas, was the access to new technology and in particular, to the internet. The trailers with the seven metre capsules enabled banks of up to four public access laptop computers A portable computer that has a flat LCD screen and usually weighs less than eight pounds. Often called just a "laptop," it uses batteries for mobile use and AC power for charging the batteries and desktop use. Today's high-end laptops provide all the capabilities of most desktop computers.  to be installed. These have been extremely popular. In some smaller rural communities they are the only free public access computers available.

In assessing the impact of the new mobiles on their services all libraries commented on the importance of the greatly improved access for people with limited mobility. Some libraries were able to increase services to retirement villages and similar communities.

In short, the project transformed the provision of services to people living in those communities served by these new mobile libraries.

                  carries an additional 1,000 items and offers disabled

Improvements      Glenelg Regional Library Corporation reassessed the
to service        timetable for the service, including the time, length
                  and location of stops, availability of parking and
                  access to alternative resources. It was investigating
                  a service to Tyrandarra and instituted one to Mackie
                  House in Coleraine, making a total of 18 sites and
                  with a 4% increase in hours of access.

                  Performance indicators given in its application
                  anticipated an increase in circulation of 2%, a
                  decrease on days off the road of 50% and an increase
                  in membership of 2.5% in the first 12 months.

                  expanding capsule virtually doubling available floor
                  space. Within the first few weeks, door counters
                  showed use of the mobiles increased by 33% with
                  issues at some sites up by 30% and an overall annual
                  increase of 12% and computer use enthusiastically
                  adopted.

                  A temporary site was opened at Puckapunyal for Kosovo
                  refugees accommodated there. English-speaking
                  refugees included students from the University of
                  Pristina. They requested a wide range of materials,
                  such as a video on fishing, books by authors such as
                  Marcel Proust, Oscar Wilde and Ernest Hemingway and
                  materials for learning English

                  Mitchell Shire Council was the first of the 7 metre
                  capsule units supplied. Experience gained here was
                  valuable in the development of later units based on
                  the same module.

                  modifications to the unit, with a widened sliding
                  door, weather proofing and `docking' facilities.

Improvements      This was a relatively minor project, but it yielded
to service        increased access for disabled, with easier access
                  through the improved door for all.

                  Hours were to be extended at sites such as retirement
                  villages, where the improved access would have a
                  greater impact on potential use.

                  semi-trailer with 7-metre expanding capsule
                  - supplied for fitout by Hallam Truck Centre.

                  Vehicle replaced was a 1986 Isuzu bus, with a
                  capacity of only 3,000 items.

                  Wellington originally proposed a 9.5 metre rigid unit
                  but upgraded this to prime mover and 13.7 metre
                  trailer with a 7-metre capsule.

Improvements      Service hours each week increased from 9 hours over
to service        2.5 days to 19 hours over 4 days, with service at all
                  sites increased from a minimum if 45 minutes to 2
                  hours. Loch Sport increased from 2.5 hours to a
                  full-day service.

                  Issues through the mobile service in 1998/9 were
                  16,616 and in 1999/2000 this increased to 28,216.

                  Wellington noticed particularly the advantage gained
                  in that users no longer had to queue outside the unit
                  to gain access and on the increased flexibility
                  offered by additional stock and multimedia resources,
                  making the service more comparable with that of a
                  static library.

West Gippsland Regional Library Corporation

                  7 metre expanding capsule.

                  This unit relaced 2 units: a Hino turbo and a
                  Mitsubishi, both ca. 1990 with trailers dated from
                  1987 and 1992 respectively, each with a capacity of
                  5,000 items.

Improvements      The project formed part of the Regions strategic plan
to service        to move from a 3 mobile model to one operated by two
                  mobiles operating for increased hours. The trailer
                  with its space for 4 Internet workstations provided
                  access to that medium for the first time and was a
                  catalyst for the modification of the two other
                  trailers in the fleet.

                  Internet access was extended to sites with a 2 hour
                  minimum stop time. The new mobile was able to be used
                  to replace a static library site with a resulting
                  190% increase in loans.

                  The vehicle has been rotated across 2 of the 3 member
                  municipalities forming the region thus far.

                  The unit has significantly improved the safety levels
                  for operating staff and increased the user comfort
                  level for patrons of all ages.

                  From a marketing perspective the unit has been an
                  important tool in the promoting the new directions
                  taken by the Corporation in "revitalising" the West
                  Gippsland service.
