Victims.First Response to Victims of Crime Who Have a Disability, presented by the Office for Victims of Crime The Office for Victims of Crime (OVC) is a part of the Office of Justice Programs, part of the U.S. Department of Justice. The OVC's mission is to provide aid and promote justice for crime victims. (OVC), provides information to help law enforcement personnel respond in a sensitive and effective manner to victims of crime who have mental or sensory disabilities. It offers guidelines and tips for first responders called to serve such victims and includes a section for each disability. It also addresses two federal laws that prohibit discrimination against individuals with disabilities: the Americans with Disabilities Act Americans with Disabilities Act, U.S. civil-rights law, enacted 1990, that forbids discrimination of various sorts against persons with physical or mental handicaps. of 1990 and Section 504 of the Rehabilitation Act of 1973.
