VIRGINIA POWER PURCHASING RECORD AMOUNTS OF VIRGINIA COAL

 RICHMOND, Va., Jan. 11 /PRNewswire/ -- Virginia Power purchased a near-record 1.91 million tons of Virginia coal in 1993 and expects to exceed significantly that amount this year.
 Last year's purchase of in-state coal almost equaled the 1.97 million tons purchased in 1992. It was a 40 percent increase over 1991 and 80 percent more than in 1990. From 1980 to 1990, Virginia Power nearly tripled its purchase of Virginia coal and expects further increases by the turn of the century. The company has five coal-fired power stations in Virginia.
 "We expect the upward trend in Virginia coal purchases to continue throughout the decade," said F. Kenneth Moore, Virginia Power's vice president-Procurement. The company projects it will purchase 2.5 million tons of Virginia coal this year.
 In 1995, Virginia coal purchases will take another big jump with the start-up operation of Unit 1 at Clover Power Station in Halifax County, Va. Virginia Power is half-owner, with Old Dominion Electric Cooperative, of the $1.2 billion, 786-megawatt coal-fired plant. The company's 1994 coal solicitation will include Clover's requirements, and limited quantities of coal should be delivered there late this year.
 One reason for the surge in purchases of Virginia coal is the 1991 implementation of joint rail rates. This allowed the state's two major rail carriers joint, competitive rail access to Virginia Power's coal- fired power stations in Virginia. Previously, Virginia Power's in-state coal stations were either physically or economically dependent on a single rail carrier and the coal producers served by that carrier.
 Another major factor in Virginia Power's increased consumption of Virginia coal was the coal tax credit that took effect in 1987. Virginia Power's total purchase in 1992 was more than twice the total prior to the credit.
