 VIRGINIA POWER BEGINS REFUNDING $26 MILLION
 RICHMOND, Va., July 23 /PRNewswire/ -- Virginia Power will begin


refunding approximately $25 million to its customers Friday, fulfilling the State Corporation Commission's (SCC) final order in the 1990 rate case.
 Current residential customers will receive their refunds as a credit on their next monthly statement. Residential customers who use 1,000 kilowatt-hours of electricity each month will receive a credit for about $12. Former customers due refunds will receive their payments through checks.
 The SCC issued its order on June 2, giving Virginia Power 90 days in which to start and complete the refund. The process should be completed by Aug. 31.
 The SCC's order resulted from a Feb. 28 decision by the Virginia Supreme Court, which ruled the company's 1990 rate increase request should not have been accepted as an expedited application. The court remanded the case to the commission and directed the SCC to set the appropriate refund.
