Hahn campaign consultant Bill Carrick said the results in the 12th District, where Hahn eked out a narrow victory with a 51-49 percent margin, were not enough to make up for the losses elsewhere.

``Obviously, we thought we would do better there, particularly, and the Valley overall,'' Carrick said.

In the four other City Council districts located entirely in the Valley, Villaraigosa was an easy victor.

He carried the 2nd District by a 54-46 percent margin, the 3rd District by 53-47 percent, the 6th District by a 68-32 margin and the 7th District by 70-30 margin, according to according to

Villaraigosa also did better than expected in the predominantly African- American districts.

Black leaders over the weekend said he would be lucky to break even with Hahn in those areas, but he ended up carrying the 8th and 10th districts by a 3-2 margin.

Villaraigosa carried the 9th District by 2-1.

``We did better than we expected everywhere in the city,'' Villaraigosa campaign manager Ace Smith said.

``We were hopeful to get what we did and we thought our polls showed this kind of spread, but it's not something you can count on until the ballots come in.''
