California voters in March 2000 passed a bond measure that provided money for building the Lancaster home, but Gov. Gray Davis in September vetoed Knight's and Runner's legislation appropriating the money.

Davis said the state legislation was premature because of uncertainties about federal funding.

 lawmakers are trying again this year to get the money appropriated for the home, which would be built on Avenue I near 30th Street West and would be big enough for 400 residents.

, R-Bakersfield, told Davis the state must appropriate its share of the construction money before the home will make it onto the federal priority list for funding.

The federal government is expected to provide two-thirds of the estimated $36 million construction cost.

A spokesman for Davis said last week that the governor generally does not comment on pending legislation, but will make a decision when the final bill reaches his desk.

Runner said he and his staff will meet with California Department of Veterans Affairs officials and then state Finance Department officials to convince them that appropriating the $12 million is necessary.

``The first step was to get the bill out (of committee for a vote),'' Runner said. ``The next step now is to prepare the groundwork for inclusion in the budget and/or passing of the bill out of the Legislature. To do that, we have to have the governor's understanding. We're going to get everybody on the same page.''
