VENTURA COUNTY: FLYNN FACING LOPEZ IN RUNOFF.

Seven-term Ventura County Supervisor John Flynn appeared Wednesday to have been forced into a runoff Runoff

With about 2,200 ballots still to be counted in the 5th District supervisorial race, Flynn had received 46.4 percent of the vote; Lopez had captured 24.4 percent. Flynn needed 50 percent to avoid a November runoff.

The population of the 5th District, which includes Oxnard and El Rio, is more than two-thirds Latino.

Oxnard City Councilman John Zaragoza came in a close third in Tuesday's balloting, winning 22.6 percent of the vote. Arlene Fraser received 6.2 percent of the vote.

Lopez said Flynn's failure to win a majority had nothing to do with ethnicity ethnicity Vox populi Racial status–ie, African American, Asian, Caucasian, Hispanic , but reflected a general dissatisfaction with his performance.

``I think elections are about representing all voters,'' Lopez said. ``I think people want to be represented by someone who makes them feel comfortable.''
