VAN SCOYOC ASSOCIATES ANNOUNCES APPOINTMENTS OF NEW VICE PRESIDENTS AND AFFILIATION WITH PRYOR AND ASSOCIATES

 WASHINGTON, June 4 /PRNewswire/ -- Stewart Van Scoyoc, president of Van Scoyoc Associates, Inc. (VSA), announced today the appointment of Anita Estell and Laura Van Etten as vice presidents of the Washington- based government affairs company. Van Scoyoc also announced Pryor and Associates, a public relations company owned by David Pryor, Jr., will join VSA as an independent entity to provide public relations services to the firm.
 "These three individuals have strong records as being trailblazers on many fronts," Van Scoyoc says. "They understand the difficult issues, and know how to make things happen in Washington. Their innovative thinking and political acumen will be great assets to the firm and our clients," he added.
 Van Etten comes on board after forming her own company, Capitol Strategies, which will also become as affiliate of VSA. Prior to forming Capitol Strategies, Van Etten served three years as a vice president of corporate government affairs with The Equitable. From 1983 to 1986, Van Etten served as legislative representative for the National Restaurant Association regarding tax and employee benefit issues. Before joining the private sector, Van Etten worked as a legislative assistant to Congressman Edward J. Markey, and Congressman John Hiler. From 1978 to 1080, Van Etten held legal clerkships at the Federal Trade Commission, the Federal Regulatory Commission and the Civil Rights Commission. Van Etten earned her Juris Doctorate from The George Washington University National Law Center, and her bachelor of arts in economics and political science from the University of Florida in Gainesville.
 Estell joins the firm after serving in the Clinton Administration as a chief advisory to the Secretary of Education, Richard Riley. While at the Department of Education, Estell coordinated the reauthorization of the Elementary and Secondary Education Act and the reauthorization of the Office of Education Research and Improvement. Before joining Secretary Riley, Estell coordinated the audit report of the Department of Education for the Clinton/Gore Transition Team. Prior to this, Estell served five years as associate staff of the House Appropriations Committee where she managed projects related to the Labor-HHS-Education and VA-HUD-Independent Agencies Subcommittees. Estell spent her early years practicing communications law for gage & Tucker in Kansas City, Missouri, and the National Association of Broadcasters in Washington, D.C. Estell received her bachelor of journalism and Juris Doctorate degrees from the University of Missouri-Columbia.
 Pryor formed his public relations consulting firm, Pryor & Associates, after serving five years with Hill and Knowlton Public Affair's Washington office. While at Hill & Knowlton, Pryor worked in the corporate communications division on projects ranging from special event planning to financial relations. Pryor and Associates was active in coordinating and organizing Washington-based events for President Bill Clinton's campaign. Following the Democratic National Convention, Pryor joined the National Advance Staff and assisted with bus tours, rallies and Get Out the Vote activities. After the election, Pryor formed Proud Pig Productions to manage a series of unofficial inaugural events including the Absolutely Unofficial Blue Jeans Bash. Pryor received his bachelor of arts in speech communications from The George Washington University.
