VALLEY WATER MAIN BURSTS HOMES FLOODED IN NORTHRIDGE.

Residents described rushing water rising over curbs, covering their front yards and flooding some homes.

About a foot of water burst through the front door of Zoila Cruz's home on Roscoe Boulevard, soaking carpets, furniture and clothes. Cruz and her family spent Thursday cleaning up the mud and mess left behind.

``We clean houses and offices, but today we don't go to work,'' Cruz said as she stood in mud in her back yard and rubbed her weary eyes. ``Today, we have to clean our own house.''

Last year, inspectors found some problems with the joints of the pipe, but it was unclear whether that's what caused Wednesday's rupture, said Steve Malinoski, the DWP's director of water distribution.

Of the 7,000 miles of pipes citywide, about 50,000 feet have been retrofitted with polyethylene pipes, most without any problems, Malinoski said.

It could take crews up to three weeks to replace the pipeline under Roscoe, officials said. Earlier in the week, residents in Tujunga complained they'd had to wait four months for DWP workers to repair a pipeline that ruptured near the water meter of a house on Day Street. The water -- leaking at the rate of a gallon a minute -- eroded the driveways of neighbors' homes and caused an algae algae (ăl`jē) [plural of Lat. alga=seaweed], a large and diverse group of primarily aquatic plantlike organisms. Malinoski said crews will start work today on the Day Street project.

``Our biggest mistake was we didn't tell the residents that we had been working on it, that it took months to get the permits.

``People started to think we didn't care. We could have done better in communicating.''

The councils are likely to demand answers from DWP officials about rising water rates, a lucrative labor contract for DWP workers and the agency's plan for upgrading its aging equipment.

``The whole infrastructure has not been maintained for a couple of decades, and they don't proactively repair the lines,'' said Michael Cohen, a member of an oversight committee made up of members of neighborhood councils.
