      VALERO TO CONSTRUCT GAS PROCESSING PLANT IN SOUTH TEXAS
    SAN ANTONIO, Texas, Dec. 11 /PRNewswire/ -- Valero Natural Gas Partners, L.P. (NYSE: VLP) has approved a 200-million-cubic-foot-per-day turbo-expander gas processing plant near Thompsonville in South Texas. Construction will begin next month with completion expected in the first quarter of 1993.  The plant is part of an expansion plan to take advantage of increasing natural gas supply in South Texas.  A subsidiary of Valero Energy Corporation (NYSE: VLO) will construct the plant which will be leased by the partnership.
    The new Thompsonville plant will have the capacity to process 200 million cubic feet of natural gas per day to recover about 10,000 barrels per day of ethane and other natural gas liquids (NGLs).  The additional capacity, combined with the 100-million-cubic-foot-per-day expansion at the partnership's Freer Gas Processing Plant announced last July which will increase NGL production by about 4,000 barrels per day at that plant, represents a 25 percent increase in the partnership's total NGL productive capacity.
    The $30.9-million Thompsonville project includes construction of 48 miles of NGL product pipeline from the new plant to the partnership's existing NGL pipeline at Freer and further expansion of Valero's fractionation facilities at Corpus Christi to handle the additional volumes of NGLs produced by the plant.  These facilities recently were expanded to a capacity of 46,500 barrels per day.
    "The addition of a plant at Thompsonville and the Freer plant expansion are part of the partnership's strategy of increasing its NGL production to take advantage of strong NGL margins which we foresee continuing," said Palmer Moe, president and chief operating officer of the partnership's general partner.  "The new plant at Thompsonville also will complement our planned pipeline connection to PEMEX's facilities near Reynosa, Mexico."
    Valero Natural Gas Partners, L.P. has a 7,200-mile network of natural gas transmission and gathering lines throughout Texas, purchases and sells natural gas to markets throughout Texas and the U.S., provides third party gas transportation services, and owns nine natural gas processing facilities.  Valero Energy is involved primarily in specialized refining of high-sulfur atmospheric residual oil into premium products, such as unleaded gasoline, through its specialized refinery in Corpus Christi, Texas and in the marketing of those products.
