V-ONE Secures Backbone of LEO/RISS Super Information Sharing Network.

GERMANTOWN, Md.--(BUSINESS WIRE)--Oct. 17, 2002

As the result of the recent interface of the FBI's Law Enforcement Online (LEO) and the federally funded Regional Information Sharing System (RISS) information sharing networks, V-ONE Corporation (Nasdaq:VONE), a leading provider of VPN security products, announced today that V-ONE will be providing additional SmartGate(R) VPN software for the newly combined networks.

LEO and RISS were interfaced with oversight by the Department of Justice. The Regional Information Sharing Systems (RISS) Program is composed of six regional centers that share intelligence and coordinate efforts against criminal networks that operate in many locations across jurisdictional lines.

LEO will join the RISS network as a new Federal center. Over 43,000 members are expected to utilize the new expanded information sharing network.

In a speech given on October 8, 2002, to law enforcement officials attending the International Chiefs of Police (IACP) Conference in Minneapolis, Robert Mueller, Director of the FBI commented "We are working to create a system using LEO, NLets, and RISSNET that will get alerts (to you) before you hear the story on CNN--not some of the time, but all of the time. But, that's a tall order. It is something I am committed to. Still, we need more. We need to build more and better and bigger bridges."

Mr. Mueller also remarked "In June, Bill Berger (President of IACP) testified before the Senate Committee on Governmental Affairs. He noted that while local law enforcement agencies are often the first responders to a terrorist attack, their role is significantly broader. Bill stated that, and I quote, 'these agencies can and must play a vital role in the investigation and prevention of future terrorist attacks.' Bill told the Senate that 16,000 state and local law enforcement agencies employ more than 700,000 officers, and that these officers are the eyes and ears of the communities. That makes all of you a critical source of information and intelligence in the war on terrorism. Bridges carry traffic in two directions, not one, and we appreciate that fact now more than ever before."
