Stover left BP in 2002 and later served as Deputy General Counsel for the State of Illinois, Central Management Services. Since January 2005, Stover has been VP, General Counsel, and Corporate Secretary of Propex, Inc, a worldwide manufacturer of industrial fabrics. He is a graduate of the University of Oklahoma University of Oklahoma, abbreviated OU, is a coeducational public research university located in the U.S. state of Oklahoma. He has testified and made recommendations in hundreds of utility cases and was responsible for the Public Service Commission's water legislative program. Williams has frequently made presentations on behalf of the Commission at the Florida Legislature.
