Administrators who oversee elementary education elementary education
 or primary education

Traditionally, the first stage of formal education, beginning at age 5–7 and ending at age 11–13.
 are eligible to apply for a six-week educational program in Uruguay Uruguay, country, South America

 in summer 2007 as part of the Fulbright Teacher Exchange Program.

Applicants must have Spanish Spanish, river, c.150 mi (240 km) long, issuing from Spanish Lake, S Ont., Canada, NW of Sudbury, and flowing generally S through Biskotasi and Agnew lakes to Lake Huron opposite Manitoulin island. There are several hydroelectric stations on the river.  proficiency pro·fi·cien·cy
