Uri Avin and Maria do Rocio Morais do Rosario have been named practice leaders at PB PlaceMaking, a new specialty service center at Parsons Brinckerhoff Parsons Brinckerhoff (PB) is a planning, engineering, program and construction management organization. The company has been involved in planning and designing some of the world's largest public works projects, such as Boston's Big Dig, Britain's rail system Network Rail;  that assists in the development of sustainable communities Sustainable communities are communities planned, built, or modified to promote sustainable living. They tend to focus on environmental sustainability (including development and agriculture) and economic sustainability.  in concert with the design and development of infrastructure.

Based in Baltimore, Uri Avin leads PB PlaceMaking's practice in regional growth management. He has 33 years' experience in growth management and land use/ transportation coordination.

Mr. Avin holds master of city planning city planning, process of planning for the improvement of urban centers in order to provide healthy and safe living conditions, efficient transport and communication, adequate public facilities, and aesthetic surroundings.  and master of architecture degrees from the University of Pennsylvania (body, education) University of Pennsylvania - The home of ENIAC and Machiavelli.
