Update to JCIDS instruction signed May 11, 2005.The chairman of the Joint Chiefs of Staff The Chairman of the Joint Chiefs of Staff is by law the highest ranking overall military officer of the United States military, and the principal military adviser to the President of the United States. (J-8) has announced the signature and approval of the update to the Joint Capabilities Integration and Development System CJCS Instruction 3170.01E and accompanying CJCS Manual 3170.01B. The purpose of this instruction is to establish the policies and procedures Policies and Procedures are a set of documents that describe an organization's policies for operation and the procedures necessary to fulfill the policies. They are often initiated because of some external requirement, such as environmental compliance or other governmental of the Joint Capabilities Integration and Development System (JCIDS JCIDS Joint Capabilities Integration and Development System (US DoD; replaces Requirements Generation System, RGS) ). The procedures established in the JCIDS support the chairman of the Joint Chiefs of Staff and the Joint Requirements Oversight Council Part of the United States Department of Defense acquisition process, the Joint Requirements Oversight Council (JROC) reviews programs designated as JROC interest and supports the acquisition review process in accordance with law (10 U.S.C. 181). (JROC) in identifying, assessing, and prioritizing joint military capability needs. This instruction also provides joint policy, guidance, and procedures for recommending changes to existing joint resources when such changes are not associated with a new defense acquisition program. The instruction sets forth guidance on the conduct of JCIDS analyses, the development of key performance parameters, and the JCIDS staffing process. It also contains procedures and instructions regarding the staffing and development of joint capabilities documents (JCDs), initial capabilities documents (ICDs), capability development documents (CDDs), capability production documents (CPDs), and joint doctrine, organization, training, materiel, leadership and education, personnel, and facilities (DOTMLPF DOTMLPF Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel and Facilities (US DoD) ) change recommendations (DCRs).
