Cigarette, cigar, or pipe smoke that is inhaled unintentionally by nonsmokers and may be injurious to their health if inhaled regularly over a long period. The decision by the California Air Resources board California Air Resources Board (CARB) is the "clean air agency" of the state of California in the United States.
