The conversion from using only new tires to an extensive retreading program will be environmentally sound and will slash the postal service's tire budget in half.  Counties. In the future, up to 90% of the replacement tires purchased will be retreads. Jon Martin, manager of vehicle programs at the Huntington Beach facility, said there have been no road failures because of the retreads.
