United States : Software firm has in-state contract in Michigan.

The state of Michigan just rolled out an ambitious human-services computer system built by the same company that wants to do similar work for Montana but outsource some of the work to foreign countries.

In Michigan, the state required the company, Deloitte, to do all of the work in-state.

"All the work was done right here in this building," said Stanley Stewart, chief deputy director of the Michigan Department of Human Services in Lansing, Mich. Stewart was the point man for the Deloitte-built system, which cost Michigan almost $100 million.

"I think the success of our project was that we had everybody here," Stewart said.
