Unique Private-Public Partnership to Help Rebuild Honduran Economy; Hibernia National Bank Facilitates Agreement.

In the aftermath of the devastation caused by Hurricane Mitch Hurricane Mitch was one of the deadliest and most powerful hurricanes on record in the Atlantic basin, with maximum sustained winds of 180 mph (290 km/h). The storm was the thirteenth tropical storm, ninth hurricane, and third major hurricane of the 1998 Atlantic , the MetroVision Economic Development Partnership has been asked by the government of the Republic of Honduras to facilitate a public/private agreement that would help the nation and its people rebuild and prepare for the challenges of the new millennium.

Bolstered by the historically strong economic and friendship ties enjoyed by the Republic of Honduras and the state of Louisiana CODE, OF LOUISIANA. "This agreement can mean a giant leap forward for Honduras, for its people and its economy and a tremendous boost for Louisiana businesses," said Michael R. Conwell, Hibernia National Bank's senior vice president for international banking and chairman of MetroVision's International Trade and Development Committee. "In addition, it represents the first time that four of Louisiana's universities have united to tackle a single project."

Conwell has used Hibernia's long-standing relationships in Central America Central America, narrow, southernmost region (c.202,200 sq mi/523,698 sq km) of North America, linked to South America at Colombia. It separates the Caribbean from the Pacific.  to help forge this agreement. With more than $14.7 billion in assets, Hibernia is a major regional bank which, in international banking, specializes in Central America.

The agreement has several goals, with participants concentrating their efforts in specific areas related to economic development in Honduras. Sectors include: work-force development and simplification of the foreign investment process as the focus of the University of New Orleans History
UNO was founded in 1958 as the New Orleans branch of Louisiana State University, originally as "Louisiana State University in New Orleans" or "LSUNO", but became more independent and changed the name to "University of New Orleans" in 1974.
; Loyola University-New Orleans will lend its expertise in the fields of financial and judicial reform; Tulane University's School of Public Health and Tropical Medicine tropical medicine, study, diagnosis, treatment, and prevention of certain diseases prevalent in the tropics. The warmth and humidity of the tropics and the often unsanitary conditions under which so many people in those areas live contribute to the development and  will concentrate on various aspects of the health and medical fields; and Louisiana State University's Agricultural Center will work with Honduras to maximize the nation's ability to meet the growing needs of world agricultural markets.

Representatives from all four universities will participate in the signing of the agreement along with MetroVision, which represents business and commerce in the New Orleans New Orleans (ôr`lēənz –lənz, ôrlēnz`), city (2006 pop. 187,525), coextensive with Orleans parish, SE La., between the Mississippi River and Lake Pontchartrain, 107 mi (172 km) by water from the river mouth; founded  area.

"World Bank projections indicate that the costs of reconstruction in Honduras could exceed $8 billion," Conwell said. "Consequently, it's possible that Louisiana could experience an economic impact of several billion dollars as result of this alliance. Without a doubt, that would be a tremendous boom for the local economy."

The Alianza agreement comes as a result of MetroVision's ongoing efforts to reestablish New Orleans and the surrounding area as the gateway to Central America. With more than 80,000 Hondurans living in the New Orleans and Baton Rouge Baton Rouge (băt`ən rzh) [Fr.,=red stick], city (1990 pop. 219,531), state capital and seat of East Baton Rouge parish, SE La.  area, the region is often referred to as Honduras' "northern-most city." Bearing this in mind, a Louisiana-based consortium was the natural choice as a partner in the rebuilding of the nation.

For 128 years, Hibernia has been facilitating Latin American trade. It was founded 1870 in New Orleans, when the city was the U.S. gateway to Latin America. Today, Hibernia's international business area provides working capital, financial-risk management and consultation to Louisiana businesses. In addition, it provides asset-management and financial consultation to governments in the region. In 1996, Hibernia was named the official financial adviser to the government of Belize. In addition to Conwell, Hibernia's chief commercial banker, Scott P. Howard, has played a key role in the agreement as chairman of MetroVision.
