US wins Europe's support over Iraq.

US plans to rebuild Iraq were last night given unanimous support in the UN Security Council.

Long-term opponents Germany, Russia, Syria and France backed the plans despite George Bush's continued refusal to give up overall control of a multinational force.

The decision is seen as a way to garner international funds and troops.

France and Germany, however, have already indicated they will not provide military support.

A US official said: "The goal is to get more than a piece of paper, to try to get money and troops."

It came as a survey by US army newspaper Stars and Stripes found half of US troops in Iraq suffer low morale and many do not plan to re-enlist.

A third of the 1,935 troops polled told the Pentagon-funded publication their mission lacked clear definition and the war was of little or no value.

Lieutenant General Ricardo Sanchez, commander of US forces in Iraq, said: "There is no morale problem."
