The Simi Valley Simi Valley (sē`mē, sĭm`ē), city (1990 pop. 100,217), Ventura co., SW Calif. in an oil, fruit, and farm region; laid out 1887, inc. 1969.  Historical Society presents its third annual holiday tea from 1 to 4 p.m. today at Strathearn Historical Park, 137 Strathearn Place (behind Kmart, west of Madera Road), Simi Valley. Under this year's theme of ``Hats on Parade,'' the event offers prizes for most original and most beautiful hats. Tea will be served in authentic English silver by Susan Hess, who will speak on the origin of high and low tea. Finger sandwiches, scones and other sweets are part of the service. Admission: $6.
