UNHRC allowed back into Aceh but under government's watchful eye.


GENEVA -- Internal politics affects the work of international humanitarian agencies, as was demonstrated when the United Nations High Commissioner for Refugees Headquartered in Geneva, Switzerland, the Office of the UN High Commissioner for Refugees (UNHCR) (established December 14, 1950) protects and supports refugees at the request of a government or the United Nations and assists in their return or resettlement.  was expelled from Indonesia at the end of March. Now the agency will resume humanitarian work in the tsunami-ravaged province of Aceh three months after it was expelled for allegedly exceeding its mandate.

 will be operating under tight supervision of the Indonesian government's Aceh reconstruction agency and will have much less autonomy than they had previously.

The Indonesian government is wary of the UNHCR because the agency usually operates in areas of conflict. It considers the tsunami victims as internally displaced persons Any person who has left their residence by reason of real or imagined danger but has not left the territory of their own country.  and not refugees Individuals who leave their native country for social, political, or religious reasons, or who are forced to leave as a result of any type of disaster, including war, political upheaval, and famine.  and does not want the tsunami victims viewed as refugees of the civil war that has been going on in the area.
