The exact nature of the criterion varies, so that illiteracy must be defined in each case before the term can be used in a meaningful
, providing vocational training for grown ups and achieving development in Raqqa, Deir Ezzor and Raqqa governorates in the Eastern Region. The agreement grants scholarships with a value of U.S.D 120,000 for those who work at the project and it stipulates that the Syrian government provides the requirements of the project such as the staff, tools and sites. The project doesn't only work on improving the educational level and eliminating illiteracy, but also offers training vocational courses, said Head of UNESCO Office in Beirut Abdul-Aziz Othman in a statement to SANA. He indicated that the UNESCO would establish other educational centers in the future, pointing out that the Organization would also offer scholarships for the occupied Syrian Golan students to pursue their Academic studies.
