UN politics: a rigged game; current appeals to increase U.S. influence at the UN to advance our national interests are dangerous ploys meant to draw us further into the world government trap. (United Nations).

Should the U.S. forcefully "re-engage" the United Nations and make a determined effort to use the UN to advance democracy throughout the world? That is the party line of America's foreign policy establishment. It is a refrain that has remained virtually unchanged since the UN's founding in 1945. But the chorus of internationalist elites who sing this tried and trite tune have added some new voices and a few new themes.

In October 2002, a task force co-sponsored by the Council on Foreign Relations (CFR) and Freedom House (FH) released a report entitled Enhancing U.S. Leadership at the United Nations that provides the new sheet music and conductor's notes for the revamped refrain. The prestigious "bipartisan task force," led by Rep. David Dreier (R-Calif.) and Lee Hamilton, a former Democratic representative from Indiana, recommends that the U.S. dramatically beef up its UN diplomatic corps, adopt an aggressive lobbying strategy at the world body, build a coalition of democracies, lavish more funding on UN programs, and more readily ratify UN treaties. "The United States should work to strengthen UN activism on issues related to human rights, democracy, security, and the fight against terrorism," says the task force report.

Mr. Hamilton, a former chairman of the House Foreign Affairs Committee (and a longtime CFR member), boils it all down to practical hard-ball politics. "We should practice a little old-time politics," he says. "We should be working the [UN's] back rooms very hard to promote the democracy agenda." The policy elite promoting this theme of deeper "engagement" with the UN know that the United Nation is not a democracy; it is a conspiracy. Or, rather, the UN is a vehicle constructed and promoted by a conspiracy to concentrate world power in the hands of an oligarchy -- all in the name of global democracy.

Conspiracy, Not Democracy

The UN was born in treason and conspiracy. The revered UN Charter, recall, was drafted at the 1944 Dumbarton Oaks conference under the direction of one of our nation's most infamous traitors: Alger Hiss. One of the top Soviet agents in our State Department, Hiss was really working for Soviet dictator Joseph Stalin, one of the most ruthless, genocidal megalomaniacs in world history. Working side by side with Hiss on the Charter were Russia's top diplomat-agents V. M. Molotov, Andrei Vyshinsky, and Andrei Gromyko. Also assisting in this plot were 15 key State and Treasury Department officials (including Victor Perlo, Nathan Silvermaster, Lauchlin Curie, and Noel Field) who, like Hiss, were later exposed by official investigations as members of secret Communist cells in Washington.

Following the Dumbarton Oaks conference, Hiss served as top adviser to the ailing President Roosevelt at the Yalta summit with Stalin, where he worked in favor of the Communists to arrange more concessions on the UN Charter. Finally, Hiss helped put the finishing touches on the Charter at the UN's founding conference in San Francisco, where he served as acting secretary-general. And it was Hiss who personally carried the Charter to Washington for Senate ratification at the conclusion of the conference.

Equally important as the San Francisco conference was the 1944 Bretton Woods conference, which established the UN system's economic arms: the International Monetary Fund (IMF) and the World Bank. Heading up this effort were Hiss' fellow Soviet agents Harry Dexter White (the first to head the IMF) and Virginius Frank Coe, assisted by the famous British socialist economist John Maynard Keynes. White and Coe placed other Communists in these institutions, which became the means for siphoning billions of dollars from American taxpayers to finance socialist, communist, and fascist programs and regimes. At the UN itself, Hiss picked for key posts U.S. citizens who were Communist agents. Many more foreign Communists were also brought in to serve in the UN bureaucracy, where they joined still more Soviet agents in the diplomatic corps of the various countries. In 1952, Senator James O. Eastland stated in a Senate Judiciary Committee report, that "there is today in the UN among the American employees there, the greates t concentration of Communists that this Committee has ever encountered."

Establishment Collusion

This enormous concentration of Communists in the UN system had been made possible because of protection provided for these subversives by a powerful network of Insiders operating in top government, business, banking, and media circles. The primary front group through which these Insiders operated (and still operate) is the Council on Foreign Relations. Alger Hiss, Harry Dexter White, Virginius Coe, Noel Field, Nathan Silvermaster, and Victor Perlo were CFR members as well as Soviet agents. The San Francisco conference was almost completely a CFR production. The U.S. delegation there included over 40 men who were (or later became) CFR members, including such prominent Establishment figures as Edward Stettinius, Nelson Rockefeller, John Foster Dulles, John J. McCloy, and Adlai Stevenson. As far back as 1939, the FBI had presented solid evidence concerning Hiss' espionage activities. But top CFR members in FDR's administration had covered this up and thwarted subsequent investigations into the treasonous activit ies of these Communist cells. They also covered up many facts concerning advantages for the Soviets at the UN that FDR had secretly agreed to, and concealed from the American public. These included features of the UN Charter that undermine U.S. sovereignty and subvert our Constitution.

Collusion between the top Communist and CFR globalists not only has continued but has increased and intensified. These leaders regularly meet to plan and promote convergence of the present world nation-state system into a new world order of global governance at conferences sponsored by the CFR, Trilateral Commission, Aspen Institute, Club of Rome, World Economic Forum, Gorbachev State of the World Forum, Socialist International, Royal Institute of International Affairs, and Bilderberg group. Expanding and empowering the United Nations until it ultimately becomes an all-powerful world government is their goal.

Dangerous Architecture

Proposals to empower the UN, like the previously mentioned CER report, invariably involve appeals to democracy. That is an effective campaign ploy, since most Americans today have been deceived into believing that the U.S. is a democracy. It is not. America's Founding Fathers designed our governmental system as a constitutional republic, not a democracy. * The UN also is not a democracy, though great efforts are made to palm it off as one. A global democracy would be bad enough -- as dangerous as it would be impractical. But the UN is far worse; it is a fake democracy controlled by a hidden oligarchy.

Our Constitution, unlike the UN Charter, aims at establishing ordered liberty through a system of checks and balances limiting government power by clearly defining and separating the federal government's legislative, executive, and judicial functions. It further checks the dangerous tendency toward accumulation of power by strictly limiting the national government to a relatively few essential functions, reserving the vast majority of powers to state and local governments or the people themselves.

Well aware that the UN would fail like the League of Nations unless they managed to sell the American people on the idea, the UN Charter's architects purposely camouflaged the document in verbiage to appeal to American sensibilities. They began with the first sentence of the Charter's Preamble, which reads: "We the people of the United Nations...." Which, of course, intentionally mimics the Preamble of the U.S. Constitution, which begins: "We the people of the United States."

The similarity ends there. The U.S. Constitution requires that each state shall have "a republican form of government." Few of the regimes comprising the nearly 200-member UN qualify as republican governments. The majority are dictatorships and squalid, corrupt kleptocracies. Instead of the multiple checks on power carefully crafted into our Constitution, the UN Charter was designed as an open-ended document virtually guaranteeing a continuous expansion and usurpation of powers. That is precisely what has happened, as the UN bureaucracy has exploded into a vast, global profusion of agencies and programs. This has been accomplished through the actions of the three main UN structures: the Security Council; the General Assembly; and the Economic and Social Council (ECOSOC).

The UN Charter places the organization's main powers in the hands of the Security Council, originally comprised of 11 members, five of which are permanent: the United States, the United Kingdom, the U.S.S.R. (now Russia), France, and the Republic of China (Taiwan, which Communist China replaced). The Charter was amended in 1963 to expand the number of rotating, nonpermanent members from 6 to 1.0. UN-sanctioned military actions come under the Security Council's authority. We have been assured repeatedly that we need not worry about dangers to American interests developing at the UN because we can exercise our Security Council veto power. Our Security Council veto will also protect us, we are told, against amendments to the Charter that would expand UN powers or harm our national interests. But what if "our" representative at the UN is an Alger Hiss or Harry Dexter White, or represents a White House run by one-world ideologists representing the CFR? Unfortunately, that has been the case. Our government has not exercised its veto to stem the UN's vast expansion over the past several decades. The UN General Assembly, for instance, had no authority under the Charter to initiate the resolution for the Rome summit to create the International Criminal Court. The U.S., however, did not use its veto power in the Security Council to stop that global grab for judicial tyranny.

Levers of Control

The one-world internationalists, operating through both Democratic and Republican administrations, have intentionally and strategically abdicated their Security Council veto responsibilities over and over again. But that is just one of the many ways that they regularly betray America through the UN. Most of the time they are actively pressing their subversive agenda through control mechanisms built into the system itself. The UN and its agencies are hierarchical organizations; by controlling the appointment of key slots at the top, a small number of individuals can control the entire apparatus. The Communist-CFR cabal that created the UN understood this principle from the very start. They have always made sure that their agents are well placed to exercise the "power behind the throne."

UN Secretary-General Kofi Annan exercises no real power of his own; he can be removed as quickly and unceremoniously as his predecessor, Boutros Boutros-Ghali, as soon as he fails to please. So who keeps him on cue? His top adviser is Maurice Strong, the billionaire New Age socialist. Strong is a top wheel at the World Economic Forum (WEF) and the Club of Rome and a longtime friend of David Rockefeller, the acknowledged patriarch of the CFR. Mr. Strong served as secretary-general of the 1992 UN Earth Summit. Mr. Annan has other advisers too, like Jeffrey Sachs (CFR) and Giandomenico Picco, the "Personal Representative of the Secretary-General for dialogue among civilizations." Mr. Picco is a regular at WEF functions and, as a top executive of the Eurasia Group and GDP Associates, has worked closely with the CFR to promote oil developments in the Communist-controlled Caspian region.

ECOSOC, the UN's mammoth globocracy, oversees an alphabet soup of dozens of agencies, commissions, committees, and ad hoc bodies (UNESCO, UNIDO, FAO, UNEP, WHO, IMF, UNCTAD, UNFPA, etc.) employing tens of thousands and dispensing billions of dollars worldwide. The globalists have placed their operatives in all the key posts. The World Bank, one of the UN system's pivotal power centers, is headed up by James Wolfensohn (president) and Jeffrey A. Goldstein (managing director), both CFR members and full-blown internationalists. Over at the IMF, globalist economic objectives were managed through most of the turbulent 1990s (and up to 2002) by Stanley Fischer (CFR). Mr Fischer was assisted during that time by Anne 0. Krueger (CFR), who retains the No. 2 slot at IMF. The IMF and World Bank closely coordinate their lending policies with USAID, the U.S. State Department agency that handles U.S. foreign aid. At that agency, Constance B. Newman (CFR) is helping to maintain the same destructive programs promoted by earl ier CFR apparatchiks like J. Brian Atwood.

Carol Bellamy (CFR), director of UNICEF, assures that the UN will cynically exploit the plight of children worldwide to vastly expand the UN's "mandate" to take over the role of global nanny. She is assisted in this endeavor by lesbian-Marxist activist and Nobel Peace Prize recipient Rigoberta Menchu Turn, a member of the CFR's International Advisory Board. Another member of the same CFR advisory board is Gro Harlem Brundtland, the former president of Norway, leader of the Socialist International, and head of the UN's vast and growing World Health Organization (WHO).

Professors of international law like CFR members Anne-Marie Slaughter (Harvard), Ruth Wedgewood (Yale), Shirin Tahir-Kheli (Johns Hopkins), Richard Falk (Princeton), and Theodor Meron (NYU) act as UN advisers and instruct U.S. and foreign diplomats and officials. Likewise, former U.S. officials like CFR members Lee Hamilton, Richard N. Gardner, C. Fred Bergsten, Henry Kissinger, and Robert Hormats provide tutelage for U.S. and UN officials and media at regular confabs sponsored by other centers in the CFR globalist network such as the Ford Foundation, the Carnegie Endowment for International Peace, the School for Advanced International Studies, the Woodrow Wilson Center, and the Brookings Institution.

These are just a few of the examples we can cite to show how the CFR controls key UN positions. These offices provide the globalist Insiders with enormous carrots and sticks with which to control their otherwise anarchic creation. Most of the world's nations are awash in debt from previous aid programs. They rely totally on IMF, World Bank, and USAID grants and rollover loans to stay afloat and maintain any semblance of stability. If they cooperate with the internationalists' schemes to empower the UN, they are rewarded with more loans, as well as lucrative programs from UN agencies. Moreover, for those foreign officials who behave, there is the juicy prospect of a secure position at an American university, a UN agency, or a nongovernmental organization. This can be an especially enticing incentive for Third World bureaucrats who have become accustomed to a lavish lifestyle. If they buck the system, on the other hand, they will face horrendous consequences. Like Indonesia, Thailand, Brazil, and Peru (to name but a few), they will have their economic lifelines cut, and face financial collapse, riots, and revolution. Send in the Mobs

In recent years the CFR architects have developed another formidable arm to facilitate their one-world power grab through the UN. It is a giant facade they have dubbed "global civil society." Comprised of tens of thousands of NGOs, IGOs (inter-governmental organizations), and other "non-state actors" and "stake holders," these organizations, we are told, represent the voice of humanity as well as the voice of nature. These include activist groups representing all the usual "rights" constituencies: human rights; animal rights; environmental rights; women's rights; children's rights; homosexual and lesbian rights; indigenous peoples' rights; etc. They provide a mighty throng, numbering sometimes in the tens of thousands, at UN conferences and meetings of the IMF/World Bank and World Trade Organization. They invariably denounce the current international efforts as unjust or insufficient and demand that the nations of the world provide more funding and power to the UN system to solve global problems.

And, invariably, it turns out that the vociferous NGOs playing this theme are being funded by the World Bank, UN agencies, USAID, the Ford Foundation and other similar sources that have long promoted the drive for world government. In other words, if one follows the money, it becomes quickly apparent that what the UN and the CFR media cartel present as "global civil society" is nothing but a giant rent-a-mob. This mob serves several purposes. It provides a democratic front, an appearance that "humanity" is calling for empowering the UN. It also serves to intimidate and silence opponents or would-be opponents of the proposed expansion of UN authority. When necessary, these NGO mobs (developed in virtually every country) can be triggered to erupt into riots capable of toppling governments or stampeding legislatures to enact legislation or ratify treaties.

Thomas Jefferson warned: "When all government, domestic and foreign, in little as in great things, shall be drawn to Washington as the centre of all power, it will render powerless the checks provided of one government on another, and will become as venal and oppressive as the government from which we separated." The CFR's one-world engineers know that this iron principle applies with even greater force to their monstrous creation, the UN. They urge us further into the trap with calls for greater engagement and participation. Separation, not participation, is the only option for Americans who value liberty.

The UN has a constantly growing array of sister financial institutions that foster and feed a global system of corruption, debt, and socialism. This is precisely what Soviet dictator Joseph Stalin prescribed in his book Marxism and the National Question. In that volume, Stalin declared that "it is essential that the triumphant proletariat of the advanced countries should render aid, real and prolonged aid, to the toiling masses of the backward nationalities.... The billions of dollars confiscated from taxpayers in the "rich" countries and sent to tyrants, corporations, and corrupt politicians and administrators in socialist countries are destroying nations and driving people worldwide into poverty and despair. The principal offending UN institutions include the World Bank, the International Monetary Fund (IMF), the Asian Development Bank (ADB), the African Development Bank (AfDB), the Inter-American Development Bank (IDB), and others. Thanks to this process, the world is awash in a sea of debt that impoverished countries have no hope of repaying. Almost every day these facilities are busy disgorging vast sums of funds to finance misbegotten projects and complete scams in all corners of the earth. * "27 November 2002 -- The Asian Development Bank (ADB) approved a US $3 million grant to enroll more poor girls and children of ethnic minorities in lower secondary education in Cambodia...."

* "27 November 2002 -- About 10 million people will breathe easier in Dhaka, Bangladesh, as a result of an Asian Development Bank (ADB) loan package totaling US $72.6 million equivalent approved to fund the conversion of thousands of the city's vehicles to run on cleaner fuel."

* "26 November 2002 -- The Asian Development Bank (ADB) is helping the Government of India to upgrade its national highway system through a loan approved today for US $320 million...."

* "23 October 2002 -- ADB has approved a US $33.1 million loan to promote the generation of clean renewable energy from agricultural biomass wastes in the People's Republic of China (PRC)."

* "21 November 2002 -- The Asian Development Bank (ADB) is supporting Pakistan's landmark devolution program, through a package of loans approved today totaling US $300 million equivalent."

* "20 November 2002 -- The Asian Development Bank (ADB) will promote optimal use of water resources in the Lao People's Democratic Republic (Lao PDR) through a loan approved today for US $15 million equivalent for the management of the Nam Ngum River Basin."

* "20 November 2002 -- Mr. Luciano Borin, Director of the Private Sector Department of the African Development Bank (AfDB) signed today a US $8 million loan with Apolo Hotels Corporation Limited, owners of Sheraton Kampala Hotel (SKH) in Uganda.... It will particularly help upgrade the facilities, services and amenities of the 251-room hotel."

* "20 November 2002 -- The African Development Bank (AfDB) has approved under its private sector window, a loan of US $100 million to finance the liquefied natural gas project - NLNGPlusProject -- in Nigeria."

* "18 September 2002 -- The African Development Bank (AfDB) has approved a US $20 million loan to finance a line of credit to the Infrastructure Finance Corporation (INCA) in South Africa."
