UN Secretary-General's message to the African Union session on gender/Message du Secretaire General de l'ONU a la Session de l'Union africaine sur le genre.


In the past year alone, Africa's women have made great strides forward. I congratulate the African Union African Union (AU), international organization established in 2002 by the nations of the former Organization of African Unity (OAU). The AU is the successor organization to the OAU, with greater powers to promote African economic, social, and political integration,  (AU) on electing five women out of a total of 10 Commissioners. This reflects growing recognition that gender balance is crucial to all areas of the AU's work. I also commend African States for adopting the Protocol on the Rights of Women in Africa to the African Charter on Human Rights, as well as including gender considerations in the Protocol that establishes the Peace and Security Council. And of course, I warmly congratulate Gertrude Mongella Gertrude Ibengwe Mongella is the president of the Pan-African Parliament. She was born in 1945 in Ukerewe, Lake Victoria, Tanganyika, Tanzania. Early work
In 1970 President Mongella graduated from East Africa University in Dar es Salaam.
 a long-standing friend of the United Nations on her election as the first President of the Pan-African Parliament.

Increasingly, Africans understand that their continent cannot develop unless its women exercise real power--in the home, in the local community, in the nation, and in the Union itself. Indeed, the New Partnership for Africa's Development New Partnership for Africa's Development (NEPAD) is an economic development program of the African Union. The NEPAD was adopted at the 37th session of the Assembly of Heads of State and Government in July 2001 in Lusaka, Zambia.  (NEPAD NEPAD New Partnership for Africa's Development ) has set women's advancement, along with the eradication of poverty, as its two key long-term objectives. No less important is recognition of the role of women in the work for peace and security. Time and again, women have played a constructive and essential part in peace processes. They are gradually finding a place at the negotiating table, in the implementation of peace agreements, in post-conflict rehabilitation, reconstruction and disarmament. It is high time they were included in those processes in a more formalised Adj. 1. formalised - concerned with or characterized by rigorous adherence to recognized forms (especially in religion or art); "highly formalized plays like `Waiting for Godot'"

 the fact that sexual and gender-based violence continues to be used as a weapon of war in African conflicts. In parts of the Democratic Republic of Congo, and in the Darfur region of Sudan, gender-based violence has reached almost epidemic proportions. Every effort must be made to halt this odious practice, and bring the perpetrators to justice.

I urge African States to do everything they can to translate into reality the objectives of United Nations Security Council resolution A United Nations Security Council Resolution is a United Nations resolution voted on by the fifteen members of the United Nations Security Council, the most powerful organ of the United Nations.  1325 on women, peace and security and to do so without delay, since the Council will review implementation of this landmark document in October this year.

I hope that this gathering will bring fresh impetus and resolve to Africa's efforts for the advancement of women, and help you build further on your achievements so far. The UN will continue to do all it can to support you in that mission.

Les Africains comprennent de plus en plus que leur continent ne peut se developper qu'a condition que leurs femmes exercent un pouvoir reel--au foyer, dans la communaute locale, dans la nation et dans l'Union elle-meme. En effet, le Nouveau partenariat pour le developpement de l'Afrique a etablit la promotion de la femme et la reduction de la pauvrete comme ses deux objectifs a long terme. Mais soyons clairs a ce sujet : La necessite d'arreter la propagation du VIH/SIDA est inextricablement liee a ces deux objectifs. Cette epidemie dont les taux croissants parmi les femmes africaines sont terrifiants, s'avere un obstacle desastreux au developpement. Mais les femmes ont egalement un role indispensable a jouer dans tous les aspeds de la lutte contre ce fleau.

La reconnaissance du role des femmes dans le travail pour la paix el la securite n'est pas moins importante.

Les femmes ont toujours joue un role constructif et important dans les processus de la paix. Elles trouvent progressivement une place sur les tables de negociation, dans la mise en aeuvre des accords de paix, dans les reintegrations post conflits, ainsi que dans la reconstruction et le desarmement. Il est grand temps qu'elles soient inclues dans ces processus de maniere plus officielle, a tous les niveaux et a toutes les etapes.

Je deplore le fait que la violence sexuelle et fondee sur le sexe continue d'etre utilisee comme arme de guerre dans les conflits africains. Dans certaines parties de la Republique democratique du Congo et de la region soudanaise de Darfour, la violence fondee sur le sexe a atteint des proportions presque epidemiques. Il faut tout faire pour arreter cette pratique pra·tique

Je demande instamment aux Etats africains de faire tout ce qui leur est possible pour appliquer les objectifs de la resolution du Conseil de securite des Nations Unies sur les femmes, la paix et la securite--et de le faire sans tarder, puisque le Conseil procedera a l'examen de ce document historique au mois d'octobre de cette annee.

J'espere que ce rassemblement produira un nouvel elan et une nouvelle determination dans les efforts africains sur la promotion des femmes, et vous aidera a supporter davantage vos realisations. Les Nations Unies confinueront de tout faire pour vous appuyer dans cette mission.
